Gallego Warns Democrats Rubio Could Pose Major 2028 Challenge

Sen. Ruben Gallego (D-Ariz.) is reportedly sounding the alarm to fellow Democrats about what he believes could be one of the party’s biggest political threats heading into the 2028 presidential election: Secretary of State Marco Rubio.

Speaking to a gathering of Democratic lawmakers, activists and Washington insiders earlier this week, Gallego warned that Democrats could face significant challenges if Rubio ultimately becomes the Republican nominee for president.

“If Marco Rubio is the nominee for president, we are in trouble,” Gallego said, according to reporting from The Bulwark’s Adrian Carrasquillo.

The remarks came as discussion continues to build around the Republican Party’s potential 2028 field. Rubio has emerged as one of the leading names frequently mentioned alongside Vice President JD Vance as a possible contender for the GOP nomination.

According to Carrasquillo, Gallego was not arguing that Rubio would necessarily win the Latino vote outright. Instead, the Arizona senator expressed concern that Rubio could weaken a key Democratic advantage among Hispanic voters in several battleground states.

Carrasquillo wrote that Gallego’s concern centered on the possibility that Rubio, a bilingual Cuban-American, could blunt Democratic gains among Latino voters in states such as Arizona, Nevada, Texas and Florida. Those voters, the report noted, have shown increasing opposition to President Donald Trump’s policies and priorities in recent years.

Rather than portraying Rubio as an inevitable winner, Gallego reportedly presented a warning about what could happen if Democrats failed to improve their outreach before the next presidential race.

Carrasquillo compared Gallego’s outlook to Marvel’s Dr. Strange looking ahead to a troubling future, but noted that the senator also offered what he viewed as a solution. Gallego argued Democrats still have an opportunity to avoid setbacks if the party strengthens its messaging, particularly on immigration, ahead of the 2026 midterm elections.

According to the report, Gallego believes improving communication with Latino voters before the midterms could help Democrats avoid finding themselves at a disadvantage should Rubio top the Republican ticket two years later.

Gallego also dismissed the idea that Democrats would need to respond by nominating a Latino presidential candidate of their own.

“I don’t think Democrats need a Latino candidate,” Gallego said during the gathering.

Instead, he argued that the party should focus on developing a targeted campaign aimed specifically at Latino voters if Rubio enters the race.

“But they need to make sure there is a targeted campaign to Latinos if Marco Rubio runs,” Gallego said. “We would be playing with a lot less territory, because of the voter out there excited about the first Latino candidate running for president on top of the ticket.”

Rubio’s growing profile has fueled increasing speculation about his political future as Republicans begin looking beyond President Trump’s current administration. His name has frequently surfaced as one of the party’s leading potential successors.

The discussion surrounding Rubio’s future also appears in the new book Regime Change by Maggie Haberman and Jonathan Swan. According to the book, President Donald Trump once joked, “Cubans love gold,” after being asked whether his successor might change the Oval Office’s décor, an apparent reference to Rubio.

For Gallego, however, the focus was less on political symbolism than on electoral strategy. His warning to Democratic leaders underscored his belief that Rubio’s candidacy could reshape the political landscape among Latino voters, making the path to victory more difficult unless the party adjusts its messaging and outreach well before the 2028 election.
